Speaker highlights:

Dr. Sloan, a chemist with the U.S. Secret Service, focuses on explosive detection, leading R&D projects for detectors and canines. With a Ph.D. in analytical chemistry, she developed innovative training aids for bomb dogs and patented universal detector calibrant. She also works on setting industry standards as a member of ASB and OSAC committees, enhancing detection programs for various threats.
Dr. Katylynn Sloan

Evan Nolte was a U.S. Army Paratrooper and Animal Care Sergeant. The majority of his 14-year career was spent working independently of a veterinarian, providing direct medical support to Special Operation dog teams at home and abroad.

Josh Rowlands is the founder of In-Line K9 and served 19 years in the Canadian Armed Forces,
including operational roles as an Operator, Assaulter, and K9 Handler with the Canadian Special
Operations Regiment (CSOR) and Joint Task Force 2 (JTF2).
His experience combines advanced canine handling with high-risk operational environments,
forming the basis of his work delivering K9 training and tactical consulting to law enforcement
agencies. Mr. Rowland’s approach integrates canine behavior, learning processes, and tactical
application to ensure K9 teams perform reliably during complex operational tasks.
In-Line K9 focuses on developing canine teams through structured obedience, scent detection
refinement, and specialized operational application, with emphasis on producing dogs that remain
effective under environmental pressure and operational stress.

Jeff Meyer retired in 2023 after a distinguished career spanning more than 33 years with the Denver Police Department. Throughout his tenure, he handled, certified, and deployed dogs proficient in locating suspects, narcotics, explosives, firearms, currency, and evidence.
Jeff dedicated over 17 years to the Patrol dog section, where he worked with multiple patrol dogs before assuming the responsibility of establishing a new detection K-9 unit within his department. By the time of his retirement, he had transitioned into a role training dog teams across all divisions of the agency. Over his career, Jeff served as a handler for 27 years and as a trainer for his agency for 23 years.
Beyond his departmental duties, Jeff is recognized for his expertise nationwide, regularly conducting classes for patrol and detection K9 teams throughout the United States. His specialized e-collar training has benefitted over 1000 teams to date. Jeff also contributes as an expert witness, providing testimony on behalf of law enforcement officers.
Jeff further engages with the law enforcement community through his popular podcast, "The Police K9 Training Podcast," which delves into various aspects of police K9 operations and training.

I am a U.S. Marine Corps veteran who served from 2006–2010, including two combat deployments to Iraq, and concluded my service at the rank of Corporal.
In 2012, I began my law enforcement career with the Pasco Police Department after graduating from the Washington State Criminal Justice Training Commission Basic Law Enforcement Academy. I served several years in patrol before being assigned as a Detective with the Pasco Street Crimes Unit, where I conducted narcotics and firearms investigations, utilized confidential informants, authored search warrants, and worked cases at both the state and federal levels.
Since 2018, I have worked three cross-trained patrol and narcotics K9s and am currently partnered with K9 Jak. Promoted to Sergeant in 2023, I now supervise patrol operations and serve as the K9 Unit Sergeant, overseeing four K9 teams.
I have been a member of PNW K9 since 2019 and believe it represents the gold standard in odor detection training. My goal is to help train and mentor the next generation of K9 handlers while continuing to learn alongside the best in the profession.
